Council's new Draft Mona Vale Place Plan would include a, not insignificant, planned housing component under Council's Local Housing Strategy. However the NSW Government's top down "one-size-fits-all" approach outlined in EIE Changes to Create Low and Mid-rise Housing (2023) would create significantly more unplanned development in Mona Vale centre and much of the suburb than under Council's Local Housing Strategy.
Investigation of medium density around the Mona Vale mixed use centre whist maintaining current building height controls is indicated as part of the strategy. However even now, under the Government's existing NSW Housing SEPP (State Environmental Planning Policy) 2021 building height increases of up to 30% could be achieved in some situations via new bonus rules. Also similar increased building height variations are possible under Clause 4.6 of Pittwater LEP in some circumstances. The Local Housing Strategy indicates that Mona Vale's Centre Investigation Area (CIA) (defined by a 800m radius circle from the B-Line bus stop) has a spare housing capacity of 880 new dwellings under current planning controls. On top of this figure an additional 180-400 dwellings would be added by way of "uplift" or rezoning according to the housing strategy. However Council has advised that in relation to Mona Vale, the Government's proposed changes to create low and mid-rise housing, if adopted, would tend to permit significantly more residential housing than that proposed under Council's Local Housing Strategy.
