The majority of Piitwater residents groups and many residents, at that time, did not support former Pittwater Council's 2016 draft Mona Vale Place Plan around a range of matters including, but not limited to, excessive building height increase to 6-7 storeys, development in Village Park and the fact that the purported civic improvements were unfunded.
Note the main community concerns expressed at that time.
- Opposition to building height increase from 4 storeys to 6-7 storeys.
- Opposition to development of Village Park/Library precinct, the park itself and public lands.
- Loss of car parking and accessibility to the centre.
- Opposition to housing on top of industrial uses in the industrial area that is an active business zone. Protection of employment lands from competing uses.
- Concern about the "vision" that Mona Vale was to be like Manly with its night time economy or Dee Why with its high-rise development.
- Concerns about residential over-development of the commercial-retail core, loss of retail and commercial office floorspace, adverse impacts on existing businesses and loss Mona Vale's village character and unique sense of place.
- The B-Line bus service is not a full BUS RAPID TRANSIT system only an enhanced bus service. The B-Line service was not designed to facilitate more housing development in Mona Vale or along its service corridor to the city.
- Inadequate infrastructure and human services for existing population e.g. Warriewood Waste Water Treatment Facility is near capacity and only has secondary treatment and not full tertiary treatment.
- The purported civic improvements shown in the drawings were essentially unfunded.
The former Pittwater Council's 2016 Draft Mona Vale Place was not adopted by Northern Beaches Council. It was placed on public exhibition for a period before it was withdrawn by the Council administrator.
The significant number submissions received during the exhibition were processed and summarised by Council consultants. Reference: Draft Mona Vale Place Plan Public Exhibition and Consultation Outcome Report 2017 (see download file above). It is understood that "place making" expert and planner Kylie Legge and Place Partners were commissioned to advise on a better approach to "place planning" than the one developed by Pittwater Council. Northern Beaches Council's approach appears more in line with recently revised best practice Australian Urban Design protocols adopted by COAG and NSW Urban Design guidelines provided by the NSW Chief Architects Office.
2. CURRENT: NORTHERN BEACHES COUNCIL'S NEW DRAFT MONA VALE PLACE PLAN 2024

Since 2017 Northern Beaches Council has developed a better approach to "place-planning" generally inline with contemporary Australian urban design and sustainability protocols. Reference: Urban Design Protocol: Creating Places For People - Australian Government and Australian Sustainable Built Environment Council (ASBEC). This best practice protocol was revised and relaunched by ASBEC.
According to Council advice it was soon to finish and exhibit the new draft Mona Vale Place Plan for community input. Unfortunately the Government top-down changes facilitating 6-7 storey and higher density housing came into play. Such changes, if adopted, would conflict with and over-ride Council's work to date on a new Mona Vale Place Plan. The changes would involve significantly more housing development in Mona Vale than that outlined in Council's approved Local Housing Strategy. Council''s new Place Plan, according to PWG presentations and minutes, would include a planned housing component with affordable housing in accordance with Council's Local Housing Strategy and other adopted policies. UNIFIED OPPOSITION TO THE GOVERNMENT'S PLANS
Northern Beaches Council, Rory Amon MP, Mona Vale Residents Association, Pittwater Community Alliance and most of the Pittwater groups objected to the proposed rule changes in the Government's EIE Changes to Create Low and Mid-Rise Housing (see link to NSW Planning for more information).

It provides a detailed technical analysis of the possible impacts of the Government's EIE Changes to Create Low and Mid-Rise Housing on the Northern Beaches LGA if adopted by the Government in their current form.
